Applus+ is providing comprehensive supervision of the detailed engineering studies and designs for the implementation of secondary treatment at Cali’s main water sanitation infrastructure in Colombia. The project aims to establish a technical basis for expanding and modernizing the wastewater treatment process and significantly increasing its capacity to remove pollutants.
The project, which began in May 2024, includes the detailed engineering required to transition from the current Advanced Primary Treatment (APT) to a biological secondary treatment phase, incorporating new solutions for water treatment and sludge, as well as the design of the hydraulic, electrical and control interconnections required to integrate the new facilities with the existing infrastructure.
The future expansion includes the design of biological reactors and secondary sedimentation tanks to increase the removal of organic matter and nutrients. It also includes the optimization of the sludge treatment line through new thickening, stabilization, and dewatering units, while seeking to maximize biogas recovery and improve the plant’s energy efficiency.
Applus+ scope focuses on the technical review and approval of the detailed engineering designs, verifying their compliance with applicable requirements and specifications. The service also includes the review of the Environmental Management Plan and the environmental impact analysis, as well as the review of the project formulation through the EBI-MGA Fact Sheets, ensuring that the designs comply with the requirements of Resolution 661 of 2019.
This phase is critical to anticipating risks before construction begins. One of these risks is the integration of new facilities with infrastructure that must remain operational. To reduce potential interference, the designs incorporate 3D modeling using BIM (Building Information Modeling) methodology, as well as the definition of a phased commissioning plan to enable the planning of future hydraulic and electrical tie-ins.
Quality assurance during the detailed engineering phase also helps reduce the risk of budget deviations through the precise definition of the scope, quantities of work, equipment, and Unit Price Analyses (UPA). This is complemented by the assessment of environmental and social aspects, including the management of potential impacts associated with odors and discharges.
Modernization responds to the need to reduce the pollutant load discharged into the Cauca River and make progress towards compliance with environmental requirements such as those established in Resolution 631 of 2015.
According to the project estimates, the future implementation of the designs could increase pollutant load removal efficiency from approximately 30% to 90%, including BOD and TSS, and prevent the discharge of around 35,000 tons of organic matter into the Cauca River each year.
In addition to its environmental benefits, the initiative is particularly relevant because the Cauca River is a source of water supply for downstream communities, making improved wastewater treatment a strategic factor in protecting water resources and promoting regional sustainability.
