Applus+ in Saudi Arabia appointed to monitor and enforce the city’s cleaning program

    The municipal authority of one of the Kingdom’s major cities has appointed Applus+ to oversee the performance of city-wide waste management contractors under a new performance-based contract—the first of its kind in Saudi Arabia.

    The contract, represents a major shift in how municipal waste services are monitored. Instead of relying on penalties, Applus+ will focus on raising awareness, improving service quality, and ensuring stronger compliance among contractors operating across residential districts, commercial zones, and landfill sites.

    Under the scope, Applus+ will deploy 70 inspectors and 45 supervisors. Technology will be central to delivery, including a data-driven, risk-based dispatch model that directs inspectors to areas with the highest need—improving responsiveness and overall programme efficiency.

    This appointment marks the first introduction of a performance-based waste monitoring system in the city, and the first time an international consultant has been selected for such a supervisory role. The initiative highlights the municipality’s commitment to modernising city services and improving the quality of life for residents.

    The project is led by the newly established Advisory Services of Applus+, which manages regulatory, monitoring, and enforcement programmes across Saudi Arabia.
