Phase II-HSEIA Study (EPC Phase) of Jet Fueling Tank Terminal at a Major Airport

    Applus+ Velosi was commissioned to assess the safety of the airport fueling installations.

    In the light of the large expansion plans of its airport on account of the increase in aviation traffic projections, our client intends to expand the storage and fuelling facilities at the airport by constructing a totally independent new depot.
    The depot will have four tanks to handle an approximately total volume of 84,000 m3 of aviation fuel. Other facilities include pumps, refueller loading/offloading equipment and utilities. Into Plane Fuelling Facility will be designed to host 67 dispensers and two refuellers.
     
    Applus+ Velosi was commissioned by the Company to carry out a Health, Safety and Environmental Impact Assessment (HSEIA) for the Phase II stage of the project. This Phase II HSEIA study is being conducted as per applicable local and international codes of practice.
    Health, Safety and Environmental Management System (HSEMS) Review


     
    The HSEMS review was undertaken as part of the HSEIA study to examine effectiveness of existing HSEMS for the existing operations, thus identifying any modifications needed for the application of the system to the Project. The review indicated that HSEMS had been adequately established to meet the system criteria, including local UAE guidelines.
    It is concluded that the HSEMS and Project HSE Plan adequately address the identified hazards and risks as long as there is proper implementation, monitoring for adequacy and necessary preventive and corrective measures.
     
    Environmental Impact Assessment
    The potential impacts from Construction and Commissioning of the project have been assessed under environmental aspects such as air quality, noise, land use and waste and water quality, among others.
     
    Occupational Health Risk Assessment (OHRA)
    An OHRA was undertaken to identify and address the significant occupational health hazards against each of the occupational health hazard groups, such as physical,, chemical, and biological agents. The OHRA studies produced a ranking of risks to people coming from hazards during construction and operation.
    Based on the OHRA studies, all of the hazards during construction and commissioning are assessed to be of medium risk. These impacts may be managed with the HSEMS and control procedures.
     
    Control of Major Accident Hazards (COMAH)
    This Control of Major Accident Hazards Report includes identification of major accident hazards and associated causes, consequences, controls and mitigation measures. Where the existing safeguards are inadequate, recommendations have been suitably in place to reduce the consequences of the hazards to acceptable levels (ALARP).
    A Quantitative Risk Assessment (QRA) study was carried out to quantify the risk levels. The key results indicate that risks are within ALARP region of the tolerability criteria for new installations.
     
    Hazards and Effects Register
    In order to ensure that all hazards and effects associated with the High Occupational Health Risk and Major Hazard sites are identified and assessed, the H&ER is prepared at the initial stage of the project and progresses at different levels of detail throughout the development of a facility.
     
    ERP
    Company’s HSE risk management strategy implies a concerted focus to reduce the scale and frequency of the hazards. It is necessary to plan for the emergency situations caused by the occurrence of MAHs, to ensure that such emergencies are contained and controlled so as to minimize the effects and limit the damage to people, the environment, assets and company reputation.
    Emergency Response Plan is updated on the basis of relevant information availability at this EPC stage Phase II. The updated Facility ERP shall address the following as a minimum:
     
    • Detailed Aviation Fuel Depot Emergency Organizational structure, team compositions and associated roles and responsibilities
    • Emergency response personnel’s contact details
    • Missing emergency-specific procedures
    • Mutual Aid Agreements
    • Location, quantity and type of Aviation Fuel Depot Site Specific Emergency Response Equipment
    • Competency and training requirements for emergency response team members
    HSEIA Study Results
     
    • Four Major Accidental Hazards and 30 Medium and Low Risk Hazards were identified
    • Appropriate recommendations were recorded in the H&ER
    • Noise levels for day and night well below allowable limits
    • Avg. PM10 concentration in baseline was above permissible limit
    • NOx and SO2 found to be within limits
    • Existing ground water and soil observed to be uncontaminated
    • Validated that ambient air quality standards were not exceeded
    • Only a small number of equipment specific noise and cumulative noise levels exceeded project limits
    • Vendor noise control was recommended where specific noise levels for equipment exceeded specific noise limits
    • Evacuation, Escape and Rescue Analysis and Emergency System Survivability found to be adequate
    • Fire & gas mapping assessment: 3D assessment of fire & gas coverage analyzed and recommendations generated
